The rest of this paper is organized as follows: in Section II, we present an overview of the related work on disaster failures.
In Section III-A and III-B,we discuss the characteristics of disasters and the practical considerations of the design of the degree.
In Section IV, we describe the definition and the usage of the degree of network damage.
In Section V, we give an example to illustrate the usage of degree of the network damage.
Finally, we conclude this paper in Section VI.
Two metrics are selected as the sensors to determine the degree of network damage: the network ontage and the recovery time, which represent: the effect on the network topologies, the effect on the network services, the effect on the humam communications as well as the network recovery capability.
