8. Policy Implication:
What about the Link to Corruption and Innovations to Combat any Corruption in Society and country?
There have been some critical points of the research related or linked to corruption, which have not been consistent to ‘good governance’,20 including:
The research pointed there has been possible that any president of the autonomous public university has empowered his or her responsibility and authority to the middle level of university administration. The middle level of university administration composed of heads of academic and academic supporting units. Those heads have had “absolute power”.
If the empowered managers/administrators have worked transparently, the missions and objectives of the autonomous public university should be achieved effectively and efficiently.
There have been some phenomena of ‘unethical organizational behavior of any kind of university in Thailand', such as, any unethical university administrator, faculty member, or personnel has unbelievably taken any advantage and benefit by “using power of authority in corruption and/or unethical manners”, especially by “conflicts of interest, and even ‘quid pro quo’.
There have been also possible trends and challenges to enhance and develop ethical university organization behavior. Any unethical university administrator searched and manipulated any benefit in the administrative processes, although the unethical administrator has had various fringe benefits more than unit subordinates, the administrator has monopolized and centralized much more faculty resources and got concerned on self interest rather than public interest.
Any unethical head has also possibly focused on ‘partiality’ and ‘double standard’ on his or her subordinates in the unit. Any unethical head would not like to give any favor to disobeyed subordinates any positive reward, motivation, and advancement, especially, any opportunity of gaining more benefit, success and quality of work life. Any unethical head has loved to display ‘power and organizational politics’ and administer justice in the manner of’ justice delayed and justice denied’ to his or her subordinates.
So, it could implied that “more independence or freedom in power utilization without check and balance mechanism, more possibility of unethical behavior or corruption”.
