second) demand is escalating because the streamed
files are increasing in quantity and size. Although this
progression may seem rapid, some specialists inform
that it has only reached a fraction of what it could be
in the next years. Such statement is acceptable once
it’s analyzed that in the last year the average american
citizen watched, monthly, 6 h of video on the web and
152 h via traditional TV (Sharma and FitzGerald,
2014; Katel, 2014). In this way, with the video IP
stream representing less than 4% of all viewed content
and, if at this low level this kind of service
demonstrated considerable unavailability (Sharma and
FitzGerald, 2014; Greenfield, 2012; Chai, 2014), a
great deal of concern on how can a user be protected
from being wrongly billed for a poorly delivery
connection is justified.
