Thank you for writing to Amazon.com Seller Support.
After reviewing your e-mail, I understand that you're looking to create multiple promotions for the products you're offering. Please know you can create multiple promotions at a time.
The promotions which are created can be for the same products or different products. If you create a two types of promotion for same products, the system will pick the promotions all together and buyer would be getting more number of free products on a single purchase as free.
For example : Buy 1 get 1 free for ASIN : ABC, the buyer will get one free when he orders for 1.
For the same ASIN, if you create another promotions like buy 2 get 1 free along with the existing promotion Buy 1 get 1 free: than the buyer would get 3 products as free when he had ordered for 2 as it takes (buy 1 get 1) also into consideration when he places the order.
However, if you want to create multiple variations for different set of products, you can do so. You do have an option to create promotions with claim code, which can help you in creating a logical promotion.
I see that you've already created a promotion successfully and I was able to replicate that promotion is being applied to a test order.
