A second feature of the "ASEAN way" that needs to be re-examined is the shelving of controversial issues in order to cooperate on less contentions issue or compartmentalizing issues so that only non-contentious aspects of sensitive issues are discussed. This practice ensure that potential areas of cooperation may be pursued. This may also create enough goodwill among those involved that may encourage "restrained political and military behavior " primarily by building confidence and enhancing the comfort level among the parties.
