Many parts of the country are in the hands of different Mujahedeen faction. A bloody civIl war is going on, with no end in sight. Food is scarce, and much 0/Afghanistan's infrastructure lies in ruins.
• Food security-Fourteen years of war have devastated agriculture. Farms have been abandoned and irrigation works destroyed. Agricultural inputs and spare parts are scarce, and armed groups control food supplies. Between 1980 and 1991, per capita food production declined by 29%, and in 1990, Afghans could meet only 76% of their daily per capita calorie requirements. Although food prices tripled in 1992, farmers are unable to fetch remunerative prices for surplus production (due to insecurity and the break- down of infrastructure), with the exception of opium.
