Round3 is the ranking stage, where participants are asked to rank the items according to their significance (Schmidt, 1997).
In this stage, participants are asked to avoid ties. Thus, in this stage, participants were asked to rank the importance of the
strengths of SNS (form 1st to 11th rank), weaknesses (from 1st to 9th rank), opportunities (from 1st to 11th rank ) and threats
(from 1st to 7th rank). Participants were asked to assign a specific rank to one item and one item can get only one rank. Only
participants who participated in the first round and agreed to participate in the following rounds were contacted for this round
through email and asked to participate through a web-based questionnaire. Hence, ten participants were invited but only three
participants fully completed the questionnaire (out of 4 who did respond). Even though three participants for this stage is
small, three-four participants are still accepted as was in several studies reported by Rowe and Wright’s (1999) literature
review on Delphi technique including Fischer’s study (1981).
