Making law enforcement effective: State and local administrations of commerce are currently responsible for routine inspections and surveillance of markets. Responsibility for ivory retail outlets, however, is just one of many other tasks of these regulatory agencies, and it is not always of high priority. Therefore, it is suggested that the existing inter-agency CITES enforcement coordination groups at national (NICE-CG) and provincial (PICE-CG) levels should be empowered to add capacity to the task of law enforcement. Effective market oversight will reduce opportunities for illegal activities
related to ivory trade, and in doing so, help to contain market demand for illegally sourced products
