Understanding Public Data Quality from a soft Perspective
The responses to data quality problems described thus far fall quite firmly into the camp of the hard and the technical. Yet, the contextual framework presented in Chapter 1, and discussions earlier in this chapter should have alerted you to the fact that there are wider issues of data quality; issues particularly that relate to soft, human elements in public data systems. Taking a softer perspective may help us to understand why the hard controls described above have often not been implemented, or have been implemented but have failed to produce the intended improvements in data quality for e-government.
