The fire-affected plant started in 2011. At that time only OP1 was in operation. However, after eight months of operation, the plant was shut down due to massive flood at the end of 2011, where the water level had raised to above 3.5 m in the plant. After the flood, All the machinery in OP1 were replaced. Also replaced were the sandwich panels partitioned walls and ceilings, electrical cables and its distribution boxes and air-handling units. OP1 resumed operation in the beginning of 2012. At the end of 2012, OP2 was added, followed by OP3 in the beginning od 2013.
The plant had about 2,200 employees, 1,200 factory workers and 600 office staff. The factory operated in two 12-hour shifts, 6:30-6:30. Each shift would have about 800 workers. The distribution of workforce in OP1-OP3 were 40% ,30% and 30% respectively.
