As long as u follow these instructions, it should work for any game, gta4, TLAD, or TBOGT.

If u ever notice any models in cutscenes spazzing or flickering or goin all crazy, delete the blendshapes file for that cutscene ped! Yes that even includes your player if its ur player model spazzing. Blendshape files are those .wbs files and can be found in either cutsceneprops.img or playerped.rpf. They're used for facial animations but since we cant make gta4 blendshape files....
"my character is missing hands / feet when I mod a ped!"
Well not all peds have separate hands or feet models. Why Rockstar made each one different I have no idea. Probably to discourage modding. I dont have any official leads on how to solve this, but u may wanna look at the pedVariations.dat filein the common/data folder. See how it shows which model parts each character has? What if u could add hands and feet models? It is likely a config file for the game telling which peds need to load which model parts, sooo... if it matters that much to ya, just edit that file add in the missing model parts and see how it goes. (Bcuz alot of models have the hands and feet joined to the other major model parts like the head or the lower body)
"Hey, how come the peds mouths dont move???"
Welp, for certain peds, you need to edit the peds.ide file in the common/data folder.
Dont worry its a simple text file.
Find the ped you modded, and look at the line. Chances are when u get to FACIALS@M_LO, or F_LO, it will say M_LO. change that to M_HI. do the same for the next item on the line, visemes@m_lo to visemes@m_hi. You're done! The mouth should be moving for the ped now.
"MY CHARACTER'S MOUTH IS FUCKED UP IN THE CUTSCENES! ITS HANGING WAY TOO LOW AND ITS OPEN!"
Yea.... theres.. .no way to fix that... use the model that doesnt have mouth motion.
(Bet you were wondering why the hell I included that in the mod, eh?)
This problem is not present on Niko's cutscene ped models however. Just throwin that out there.
I'm betting the cutscene models use blendshapes for proper facial animations. If some1 could just figure that out, we could turn GTA4 into the lazy boy's MMD.
