The Office of SMEs Promotion (OSMEP) created the 1st SMEs Promotion Plan(2002-2006) on 6th May 2003. The plan was formulated as the OSMEP policy framework relating to public agencies, state enterprise, and private sectors. This plan's main aim was to aid recovery from the economic crises, stimulate the SMEs as well as focus on developing SME entrepreneurs and helped them to reach international standards. However, there were some difficulties to accomplish these targets: Thai SMEs were still too far behind their global competitors. Thailand, in addition, faced external factors, over which they had no control, such as the state of the global economy and the liberalization of trade. As a result these external factors, SMEs could not become efficient enough.
