The first two sections of this Skill Category have been focused on the Business or Functional
Requirements. These are, after all, the reason the system is being developed. But it is entirely
possible to develop a system that provides the complete and correct business functionality and
still have a system that is completely unsatisfactory to the intended business partner or
external customer. Business Requirements are not the entire story, there are other things to be
considered. The Business Analyst must understand how well the system must perform
(quality factors) and the issues that restrict the project activities (constraints). Without a full
understanding of these two areas, the best set of business requirements will remain
unsuccessful
