The most devastating corruption case to date which involves the notorious rice-pledging scheme was able to persist for more than 2 years despite its blantant faulty design because of the lack of access to key information. For example, there was no data on the size of the stock of pledged rice or its export volume. This allows the smuggling of rice from neighboring countries and the looting of publicly pledged rice stored at private silos in various sites. At the same time, the government was able to make up export figures in order to justify the scheme. It is unimaginable in countries with better public administration governance that such basic information was not made available to the taxpayers who shouldered the expensive subsidy scheme.
