The Egyptian Holding Company for Airports and Air Navigation (EHCAAN) has received a loan for the equivalent of U.S $ 280 Million from the International Bank for Reconstruction and Development (IBRD) and intends to apply part of the proceeds of the loan to payments under the contract for consultant services for Air Transport Policy of Egypt and Strategic Options.
The brief description for the assignment as follow:
Policy options on a bilateral and multilateral level for Egypt
Inventory of current bilateral air service agreements with traffic analysis
Legal implications for further liberalization of air services
Expected market development in the three regions depending on policy choices
Risks and opportunities for Egypt’s national carrier in various policy choices
Policy recommendation for the next ten years
EHCAAN now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). The selected consultant should have had strong and proven records in similar assignments and capable of demonstrating sufficient consultancy and operational capabilities to undertake the execution of the above-mentioned tasks. The invited consultants should also provide evidence that over the last ten years they have carried out at least two satisfactorily similar assignments each worth not less than US$250,000.
The consulting firm shall have an extensive background in the domain of Aviation international treaties, and air service agreements, the consultants must have a good understanding of the current Liberalization of Air Transport, as well as of the future knowledge of the regional market and trends is a benefit as the consultant shall be capable to catalytic effect on air services to Egypt. In addition, legal experience in the domain of Aviation international treaties would be necessary.
Consulting service contract implementation is expected to commence on the 1st quarter 2011. The duration for the assignment will be 7 months.
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, (May 2004, revised October 2006).
