Does the rule require a written energy control program?
No. The rule requires the employer to establish an energy control program
with procedures, training, and periodic inspections. The rule does not
require this energy control program to be in writing.
The program may not be required to be in writing; however, other written
requirements exist in the rule. Certain energy control procedures,
as well as the steps for removing a lock by someone else, must be in
writing and training and periodic inspections must be documented.
Best Practice: It is considered a best practice to have a written program,
or policy, to support the energy control program, in addition to clearly
outlining expectations and accountability.
