The CAF structure consists of nine criteria and 28 sub criteria. This scheme is based on
the premise that excellent results under organizational, citizen-user, human resources and
society perspectives, are assured through the leadership that effectively guides the
strategy and planning, human resources and processes. The two models, EFQM and CAF,
share the same scheme as it is shown in the figure above. The CAF model, compared to
EFQM and Baldrige models, presents a less systematic approach and requires lower
commitment for its implementation. For this reason, it is recommended for self-evaluation
of those organizations of public administration that begin to approach the issue of total
quality and performance evaluation (Bovaird and Löffler, 2005).
