Historically, developing nations were concerned with providing basic infrastructure such as water supply, electricity,and roads. But today ICT is essential infrastructure too. Take Kenya for example. A few years ago only a small fraction of the population were within reach of a wireless network. Today cell phone usage exceeds 70 percent-there are more cell phone users that adults in Kenya. People who had no access to be king services now use their cell phones to pay bills and send money to their families.
