The new Ministry of Tourism under the new Labour government in 1999 could be likened
to a bifurcation in the complex system for the Ministry supported the initiatives of the CEO and sponsored and supported the release of the New Zealand Tourism Strategy 2010 which forced at least the study and analysis of the role of RTOs. Feedback loops, which till date have kept the nature and the functions of RTOs within the same boundaries for 25 years, are also manifested in the consultative process that is taking place with all 27 RTOs in New Zealand. This consultative process has been funded by the Ministry of Tourism.
