Some regulatory reform issues were continually addressed in the 2013 EU Green paper (COM/2013/0231 final) which discusses
the convergence transformation of audiovisual media in the European market caused by the merger of traditional
broadcast services and the Internet (European Commission, 2013). Its goals include turning media convergence into economic
growth and business innovations as well as protecting values like media pluralism, cultural diversity, and consumer
rights. It examines the existing technology-neutral Audiovisual Media Services Directive (AVMSD) which regulates media
service providers with content editorial responsibilities regardless of platforms. The non-linear services are also subject to
the E-Commerce Directive and data protection legislation. It also developed several policy strands for media literacy
