Sooner or later the question areise as to how to implement organizational learning. On the one hand, conceptual models are of little use if they do not provide practical ways to develop and maintain a learning organization. On the other hand, the literature is full of 'how-to' articles and books, and the number of tools and instruments promising to foster a learning organization is overwhelming. Unfortunately, these resources do not offer criteria that help one know when to select which tool or insturument.
