First, the Taiwanese government should re-consider the role of urban parks. The findings show that participants highly recognize the functions of parks regarding landscape beauty, social value, health and safety, and ecological conservation as well as high preference and strong support for a sustainable forest park in Taipei. Therefore, the function of urban parks should not only be limited to landscape aesthetic and recreational use as in the past, but also pay attention to the functions of improving environmental quality. In other words, urban parks should be considered as an essential component in the construction of urban natural ecosystems as well as an important part of the urban open space system where residents display local culture, interact in social exchanges, and form collective experiences.
