The fourth five- year economic development plan (1977-1981)
6.1 The plan formulation process
The fourth five-year plan was prepared in much the same manner as the third five-year plan, but with a somewhat greater emphasis on decentralized procedures. There were 22 working groups, each headed by high government official from a concerned ministry; each group consisted of government official from the relevant ministries, and experts from research institutes, banks, business associations and ministries. The economic planning board (EPB) officials acted as secretaries to each team. Much of the economic analysis was undertaken by the Korea development institute (KDI) established in 1971
