Responsibilities of strategic ITDS management.
ITAS strategy must be in alignment with the level of
risk that is accepted in the projects. If the ITAS strategy
does not follow the criteria listed above, higher risk
levels must be accepted, and planned for in the
projects .has shown to be prone to fail. Therefore, system
migration has become a trend in IT management,
rendering in more, but smaller, IT projects, often
coordinated in programs. Together, these factors call
for more strategies, planning and coordination on the
levels above the individual IT projects.
In this paper, an approach based on established success
factors for IT projects have been used to identify
responsibilities of the utilities’ strategic IT
management in order to achieve a sound long-term
development of their enterprise information systems. It
has been shown that general management, and strategic
IT/IS management has much in common, but that IT/IS
management also requires specific knowledge. Case
studies have shown that the main responsibilities for
the utilities’ strategic IT/IS management has shown to
be to: own, model and plan for the development of the
enterprise information systems’ architecture; develop
and maintain IT supplier strategies; develop and
maintain technical strategies including, for example,
guidelines for management of system quality attributes
like security, availability, and interoperability; identify,
prioritise, initiate, and coordinate IT projects; define
realistic goals, scope, budget, and time schedules for
projects; define responsibility and authority of project
managers; allocate proper resources to projects; revise
decisions when pre-conditions for projects change; and
to manage the utilities’ IT related knowledge and
human resources
