Answering the above sets of questions would
help to establish a firm basis of theoretical and
empirical legitimacy, and solve Vietnam’s current
development issues. At the same time, development
policies of the country would be hopefully improved
qualitatively to aim at longer-run goals. A view
of both the consequentialist (outcomes) and
proceduralist (process) nature is taken in making
this paper’s policy suggestions. The paper, when
focusing on these sets of issues, overtly voices
its human right perspectives to protect at least
the deserved economic interests of the people.
It takes the people’s stance in viewing Vietnam’s
development process with regard to the role and
responsibility of the government.
