General Requirements
- When technically feasible the services supported by ESBL must mirror those that provided by the Server-Based Licensing.
- When technically feasible the ESBL solution must provide support for all BlackBerry 10 and 3rd Party devices supported on the BlackBerry Enterprise Service.
- B10, iOS, Android, Windows Phone 8 and any future platform that is supported within the BES.
- SRVs defined for the carrier provisioning must align with services provided with the corresponding Server Based SKU’s.

- Future add-on services (i.e. eBBM)
- Future product bundles (i.e. Bronze, Platinum)
- Changes with new add-on’s or bundles must be accommodated using configuration only on the PRV & related BlackBerry systems. Code changes may happen on the BES only if needed to support new licensed features.
- SRVs naming convention must align as best possible with the corresponding Server Based SKU’s naming.
- SRVs must be priced to the carriers in such a way that the MSRP of the SRV model will be equal to the MSRP of the monthly Service Based license model.
- EMM SIM-Based Licensing must function without the dependency of specific BB10 Operating System builds
- Carriers must be able to continue to provision SRVs the same way they do today. They should not be required to make any major technical changes to support this program
