Power consolidation through ritual policy was applied practically through two processes. The first was the promotion of the donation model of "gift giving dharrna"!' as the reference model of governance and ideal leadership. Whereas for an Indian this referred to gifts to Brahmans, for the Indonesian Kings it referred to large donations to overlords and subjects. Kulke has provided many examples of inscriptions that contain long lists of gifts donated by Rakryans to their superiors,
village elders and subjects at festivals and temple foundations, where hundreds of guests were fed. These donations took up a substantial portion of the Rakryans' income and, in this respect, it was in the interest of the Kings to not only allow but also promote the holding of such festivals, so as to lighten the resources of their powerful vassals.
