The reform has been carried out in 4 areas: school reform, teacher reform, curriculum reform and administrative reform. The Office of the National Education Commission (ONEC) of the Ministry of Education is responsible for policy making and planning for the primary and secondary levels. As a development from the 1977 curricula, the National Education Act of 1999 stipulated that English was not a compulsory subject. However, foreign languages are still required to be taught in secondary level and most students still choose English as a foreign language as it is a required subject in the National University Entrance Examination. The objective of learning foreign languages is to facilitate communication, education, and business as it is important for the country to gain economic competitiveness in this era of globalisation.
