Glasnost is a political liberalization and Perestroika is the economic restructuring. Glasnost encouraged public debate, with the hope to increase the legitimacy of the regime. Parestroika is an institutional reform in the economy and political system. Gorbachev’s goal is to moderately reform, not the wholesale transformation.
