Even after more than 30 years, the recording of groundwater rights still remains incomplete and less than a quarter of all groundwater structures are registered.
The main reason is a lack of human capacity within the implementing agency which affects not just well registration, but also monitoring of registered wells.
Thus, Spain, with some 0.5 million wells(according to Ramon Llamas, personal communication, this fgure could be 2 million), is still grappling with the most basic issue of identifying and
recording groundwater users.
