Liquid Hazardous Waste
Of all the industrial waste generated in the United States, the EPA estimates that 97% is in the form of wastewater. With passage of the Clean Water Act and RCRA regulations, pollutants could no longer be freely dumped into rivers and lakes. Industries were now forced to develop better management strategies for their liquid wastes. As with solid waste management, businesses learned that the most cost-effective approach is to reduce and recycle as much of their liquid waste as possible, thereby minimizing more expensive disposal options, particularly landfilling. The result has been more efficient manufacturing processes that generate far less hazardous waste. For the waste that is created, companies employ a variety of wastewater treatment processes in which harmful substances are chemically broken down or neutralized before being released into the environment. Unfortunately, wastewater treatment is not effective or practical for removing all hazardous compounds, leaving EPA-approved disposal. In the past, however, this has led to leaks and the escape of hazardous liquids. Also, bankrupt companies have oftentimes simply abandoned the waste, leaving costly cleanup efforts to government agencies (Figure 15.19).
One common disposal technique is to take containers filled with liquid waste to a secured landfill. Another option is known as deep-well injection or deep-well disposal, whereby hazardous liquids are pumped down into a deep aquifer that is far removed from shallower aquifers that are being used as a water supply (Figure 15.20). This practice originated in Texas during the 1930s when oil companies began injecting wastewater from production wells back into petroleum reservoirs in order to maintain fluid pressure and increase oil production (Chapter 13). Eventually waste operators began using injection wells and old petroleum reservoirs to dispose of hazardous liquids from manufacturing industries. Because of its long history of oil and gas production, Texas today leads the United States in deep-well disposal.
Deep-well injection is rather controversial despite the fact abandoned petroleum reservoirs typically contain only saline groundwater, and are separated from water-supply aquifers by a thick sequence of sedimentary of rocks. The problem is that freshwater aquifers can become contaminated should the injected waste flow toward the surface along fractures, or around the steel casing of the injection well as shown in Figure 15.20. Of particular concern are abandoned oil and gas wells that have not been properly plugged and sealed. Such wells serve as open conduits and allow the waste to move quite rapidly. Proponents of deep-well injection, however, claim that such contamination is actually quite rare and that the practice is still far safer than placing hazardous liquids in a landfill at the surface.
The last option for disposing of hazardous liquid wastes is high temperature incineration. Incineration is becoming a popular alternative to secured landfills and deep-well disposal since the waste material is “destroyed,” thereby eliminating the potential risk of leaks associated with long-term storage. However, high-temperature incineration is controversial because it creates hazardous ash, plus the scrubber systems for removing hazardous air emissions are not 100 % efficient. In the case of hazardous organic liquids derived from petroleum (Chapter 13), air emissions are less of an issue because if done properly, the only combustion by-products are carbon dioxide (CO2) gas and water vapor.
As with solid waste, a typical household contains hazardous liquids, but these are exempt from RCRA regulations and therefore end up in the municipal waste stream and sent to a landfill. Examples of hazardous household liquids include used motor oil, insecticides pesticides, oil-based paints, pool chemicals, and a wide variety of solvents and cleaning fluids. While the contribution from a single household is generally small, landfills are laced with hazardous liquids because nearly everyone at some point will discard unused or partially used liquid products. To help reduce the amount of hazardous liquids entering the municipal waste stream, the EPA and state agencies have developed public awareness campaigns that encourage people to buy hazardous liquids more sparingly. Also, some state and local governments now hold hazardous waste roundups in which citizens are encouraged to bring unwanted household hazardous wastes to a collection site on specific days (Figure 15.21). Trained personnel can then safely place the materials in drums for proper disposal. Note that some states and municipalities now have regulations that are more stringent than RCRA regarding hazardous household wastes. Therefore, depending on where you live, it may now be illegal to place certain household chemicals, batteries, electronics, and so forth, in the trash.
