Overview
This section lists requirements to meet Target’s C-TPAT program at the facility level, specifically regarding physical security such as fencing/barriers, gates, key controls, alarms, and CCTV. The content in this section is organized by question number from the C-TPAT Security Checklist for ease of use.
Question 6.01.00: Is there perimeter fencing enclosing the facility/area?
Requirements:
• Target defines exterior perimeters as a physical barrier separating one area from another. Exterior perimeters can include but are not limited to fencing with barbed wire and solid brick/cement walls.
• This perimeter must enclose the entire factory property including cargo handling areas and employee/visitor parking.
• All fences and barriers must be at least 7 feet (2.13 meters) tall.
Validation Criteria:
• Fence or acceptable barrier securing factory property.
Question 6.02.00: Is there perimeter fencing enclosing the cargo handling area?
Requirements:
• Target defines cargo handling area as carton stuffing and storage areas, and container/trailer loading areas.
• Target defines interior perimeters as a physical barrier separating one area from another. Interior perimeters can include but are not limited to fencing, wall, and shelving.
Validation Criteria:
• Fence or acceptable barrier securing cargo handling area.
Question 6.03.00: Is there fencing segregating domestic, international, high value, and hazardous product?
Requirements:
• If the facility produces these types of products, they must segregate them with interior perimeters.
• Target defines interior perimeters as a physical barrier separating one area from another. Interior perimeters can include but are not limited to fencing, wall, and shelving.
Validation Criteria:
• Acceptable barrier securing and segregating different types of product
Question 6.04.00: Does the facility regularly inspect the fencing or other physical barriers for damage?
Requirements:
• All perimeters must be regularly inspected for integrity and damage. A written procedure on how and when to conduct these types of inspections must be in place at the factory, and be provided to an auditor upon request. An inspection log must be kept for daily inspections that include, but is not limited to the following:
o Time and date of fence /barrier inspection
o Individual's full name that completed inspection
o Individual inspection check points that were inspected
o Documentation of any damage
o Document damage completion date
• Note: inspection logs must be provided at the auditor’s request for review. If there isn’t inspection logs/records, this could result in a failed audit.

Question 6.05.00: Are gates through which vehicles and/or personnel enter or exit manned and monitored?
Requirements:
• Visitors/employees/deliveries must pass through a gate in order to access the factory premises.
• The gate must be monitored by a person and/or a camera at all times.
Validation Criteria:
• Gate monitored by a person and/or a camera at all times
Question 6.06.00: Does the facility have a contingency for electronic monitoring during power outages?
Requirements:
• A written procedure detailing steps to take to maintain surveillance and security equipment, minimum operations, and other security controls must be in place at the factory.
• There must be other means to operate during a power outage in place and on site. This includes but is not limited to a back-up power generator.
Validation Criteria:
• Written procedure
Question 6.07.00: Are passenger vehicles prohibited from parking in the cargo handling or storage areas?
Requirements:
• Target defines parking being segregated by means of not being able to park in the same areas as the cargo handling and storage areas.
• Private passenger vehicles should be prohibited from parking in or adjacent to cargo handling and storage areas.
• All vehicles should be parked outside of the fence or barrier of cargo handling and storage areas, when possible.
o If it is not possible due to physical limitations of the factory property, additional action needs to be taken to ensure the security of the cargo areas. Such action, at a minimum, includes but is not limited to:
Providing temporary identification to vehicles parking in this area.
Guard/authorized personnel on duty while cargo is loaded and stored in area.
Temporary barrier surrounding container/trailer/truck as cargo is loaded and stored up until it leaves factory property and/or moved to a secure, separate location.
• Vehicle log book that records the following information of vehicles parked in this area:
o Name
o Employee Number
o Car Make/License Plate Number
o In/Out time
Validation Criteria:
• Segregated parking for private passenger vehicles and cargo handling/storage
• Written documentation
Question 6.08.00: Is the building constructed of materials that resist unlawful entry such as brick, cement, or wood?
Requirements:
• The factory building must be made of solid materials (brick, cement, or wood), and be in good condition.
Validation Criteria:
• Building of solid construction and in good condition
Question 6.09.00: Does the facility regularly perform building maintenance and structural inspections?
Requirements:
• Target defines inspection and repair as daily inspection of the building structure to indicate any damage, documentation of the damage, and documentation of when the damage was fixed.
• Written procedures must be in place detailing building/structure inspections and maintenance.
• Inspections and maintenance activities must be recorded in a log.
Validation Criteria:
• Written procedure

Question 6.10.00 – 6.10.04: Does the facility have adequate locking devices on all of the following: External Windows, Internal Windows if used in a secure area, Gate/Fences, Doors?
Requirements:
• Facilities must have the following equipped with working locking devices
• External windows
• Internal windows (if used in a secured area)
• Gates & fences/barriers
• Doors
• Locking devices may be unlocked during business hours; however, they must still have a locking device installed that operates appropriately.
Validation Criteria:
• Working locking devices
Question 6.11.00: Does management or security personnel control the issuance of keys?
Requirements:
• Management or security personnel must control and log the issuance of all locks and keys.
• A written procedure is required to document this process.
• A log is necessary to record pertinent information related to keys and locking devices. The log is required to keep track of the following information:
• Lock number and area assigned to
• Key number assigned with the lock
• Individual name(s) assigned with the key(s)
• Date and time the individual received the key.
• All extra keys and locks must be stored in a secure location that is locked at all times
• If a key is lost or stolen, it must be reported to management or security immediately and the lock must be re-keyed or replaced immediately.
Validation Criteria:
• Written procedure

Questions 6.12.00 – 6.12.06: Does the facility have adequate lighting in/at the following areas: entrances/exits, emergency exits, cargo handling, storage areas, fence lines, parking areas?
Requirements:
• Facilities must have adequate lighting provided inside and outside of the facility that illuminates and eliminates shadows for all of the following areas:
o Entrances and exits
o Emergency exits
o Cargo handling
o Storage areas
o Fence/Barrier lines
o All parking areas
Validation Criteria:
• Lighting that is adequate and functioning appropriately
Question 6.13.00: Does the facility have an electronic security alarm system?
Requirements:
• Facilities that utilize alarm systems to monitor the premises, and prevent unauthorized access to cargo handling and storage areas must adhere to the requirements from questions 6.13.01 and 6.13.02.
Validation Criteria:
• Electronic security alarm system installed at factory
Question 6.13.01: Is the security alarm monitored by dedicated personnel?
Requirements:
• Dedicated personnel must monitor alarm systems and maintain records of activity/monitoring in a log.

Question 6.13.02: Does the facility perform periodic maintenance inspection on security alarm system?
Requirements:
• Maintenance inspections on security alarms must be performed on a regular basis, and records tracking these inspections must be maintained in a log.

Question 6.14.00: Are CCTV or surveillance cameras used to monitor the premises?
Requirements:
• Surveillance Cameras/Closed Circuit Television (CCTV) must be utilized to monitor premises, cargo handling and storage areas.

• Video cameras, recording equipment, and monitors that are operating appropriately
Question 6.14.01: Are CCTV or surveillance cameras strategically placed to monitor high risk areas?
Requirements:
• At a minimum, cameras must cover high risk areas such as:
• Entrance/exit gate
• Cargo handling
• Cargo storage
• Additional high risk areas determined by the factory’s location
Validation Criteria:
• Video cameras recording activity in minimum required areas
Question 6.14.02: Are surveillance tapes/recordings/images kept for at least 30 days?
