It is true that seem to be written to appear very intelligent but at the same time to confuse people about its meaning. So the problem is just there is a long tradition in academic writing to use this opaque writing style. I suppose Busley believes that it would be the advantage of everyone; academics, universities even the general public to go against tradition to use clearer and simple writing style is true, so that they may have to require additional laws.
