The Table 4 also illustrates basic English for the
respondents surveyed in the flood risk areas; it was quite low
compared to that of mother tongue. More half of the
respondents (51.1%) don’t know basic English, especially
49.7% out of the respondents who don’t know English at all
were farmers. It is suggested that if an SMS-base flood
warning uses English to communicate, the majority of
farmers will not understand the message.
