1.0 Purpose
The purpose of this procedure is to:
• outline the methodology for formulation of Lao standards
• ensure that the activity of developing, adopting and/or reviewing Lao standards is done in compliance with requirements of the Law on Standardization and the Code of Good Practice for the Preparation, Adoption and Application of Standards as outlined in Annex 3 of the WTO Agreement on Technical Barriers to Trade; and
• promote and encourage the development of standard specifications for products, services, practices and processes, relevant to international, regional and local trade requirements;
• ensure that adequate process control, record keeping and monitoring for improvement are addressed.
2.0 Scope
This procedure applies to the development of Lao Standards by the Department of Standardization and Metrology, the National Standardization Body of the Lao PDR. It is applicable to all technical, administrative and other functions and departments performing this activity.
3.0 Definitions
For the purposes of this document, the following terms and definitions apply:
3.1 Adoption - processing a standard through the Lao standards development process and publishing it as a Lao Standard, which is identical to the original standard being adopted.
modified adoption/adaptation - processing a standard of another Standards Development Organisation (SDO) through the Lao standards development process and publishing it as a Lao Standard, with major technical deviations from the original standard.
3.2 National Technical Committee (NTC) - the group of persons with responsibility for the formulation of a standard.
National Technical Subcommittee (NTSC) - a technical body appointed by and reporting to a parent technical committee within the scope of work provided by the parent technical committee.
3.3 Consensus - general agreement, characterised by the absence of sustained opposition to substantial issues by any important part of the concerned interests and by a process that involves seeking to take into account the views of all parties concerned and to reconcile any conflicting arguments. Consensus need not imply unanimity.
Consensus process - development and approval procedures followed in order to achieve consensus. A consensus process includes applying the following four principles:
a) Inclusive participation;
b) Respect for diverse interests;
c) Accountability; and
d) Consensus achievement.
3.4 National Standards Council (NSC) – a body established by the Minister of Science and Technology responsible for the approval of Lao Standards and then submitting same to the Minister for approval.
3.5 Promulgate - putting a standard into effect by making it known by open public declaration, publication, or a proclamation into law.
3.6 Public – interest groups including stakeholders, industrial or commercial organizations, consumer groups, academia etc.
3.7 Review - to examine critically in order to discover defects with a view to amending or improving them.
3.8 Revise - to develop a new, improved or up-to-date version of a document, process, test, etc.
3.9 Standard - a document, established by consensus and approved by a recognized body, that provides, for common and repeated use, rules, guidelines or characteristics for products or related processes and activities or their results, aimed at the achievement of the optimum degree of order in a given context. A standard may also include or deal exclusively with terminology, symbols, packaging, marking or labelling requirements as they apply to a product, process or production method. Standards are divided into three types as follows:
1. Standards for products and goods.
2. Standards for services.
3. Environmental standards
international standard - standard that is adopted by an international standardizing/standards organization and made available to the public.
regional standard – standard that is adopted by a regional standardizing/standards organization and made available to the public
3.10 Technical Secretary - an Officer of the Standards Division (Secretariat) who sits on the NTC to guide and direct the standards development process. The Technical Secretary is not eligible to vote on consensus decisions.
3.11 Technical Expert – an elected member of the NTC that is responsible for carrying out technical research required and assisting with the preparation of preliminary and revised drafts.
3.12 Transparency - information on current work programs and proposals is available to all interested parties.
3.13 Working Group (WG) - A technical body appointed by a (parent) Technical Committee or subcommittee and composed of experts responsible for the drafting of standards and or other deliverables in accordance with the rules and clear specifications set by the appointing technical committee or subcommittee.
