Even those who were aware of the phasing out of the free
formula milk policy did not know why it was being phased out.
Consequently, many had their own interpretation of why
government had taken such a decision. Interpretations ranged
from having too many mothers who depended on the formula
milk, to formula milk not being delivered to the clinics, to the
desire for mothers to breastfeed and to prevent mothers falling
pregnant to receive free milk.
