This paper is organized as follows. Section 1
describes the character of the lane surveillance system.
Section 2 presents the algorithm of shot segmentation
based on moving vehicle detection. Section 3 presents
the algorithm of the key Frame extraction based on
vehicle-license-plate locating. Section 4 presents a new
compression algorithm based on Section 2 and Section
3. Experiment results and analysis are given in
Section5. The summary is in Section 6.
