I am also getting the EMAPI and TOS errors when using the import tool. I have tried it on a Windows XP Pro SP3 machine with Office 2003, a Windows Vista (32) machine with Office 2007, and a Windows 7 (64) ,machine with Office 2010. NONE OF THEM WORK. I have not had a single one go through without error. There IS not EMAPI that I can find to enable, logged on as admin. Are you talking about the "Domain Settings", "User Settings", "Enable Provisioning API"? If so, I tried this, and still get the error. If not, I cannot find ANYTHING close to what you are saying to turn on.
Just a suggestion...rather than say "turn something on", try saying where the option is located. Be a little more specific, as the support so far on this issue has been less than impressive.
