National oil and gas conglomerate PTT Plc has trimmed the cost of its fifth gas pipeline network by almost 7% to 96.5 billion baht in a bid to match the smaller gas supply side.
Energy Minister Anantaporn Kanjanarat yesterday said the Energy Policy Administration Committee (EPAC) approved PTT's request to cut its investment costs thanks to a new supply of liquefied natural gas (LNG).
The project was redesigned to reduce the size of the pipeline to 42 inches diameter from 48 inches and terminate the compressor unit from the plan.
The length of the pipeline route remains unchanged at 435 kilometres.
Construction of the pipeline is due to start in the second half of this year, with commercial operation slated for 2021. The fifth gas pipeline network will run from Rayong province to north of Ayutthaya's Wang Noi district and turn west to terminate in Ratchaburi province.
Gas demand has risen to more than 5 billion cubic feet per day since February, and additional gas supply will be from imported LNG.
The revision is part of PTT's cut of its five-year capital expenditure to 300 billion baht from 326 billion.
PTT also planned to develop a floating storage regasification unit and its third LNG receiving terminal. That plan is undergoing a feasibility study.
Meanwhile, the EPAC also cut retail prices of oil and gas substantially yesterday. It approved a cut of retail liquefied petroleum gas (LPG) by 67 satang a kilogramme or 10 baht per standard gas cylinder (15 kg), in line with the weaker global LPG price.
The global LPG price has declined to $327 a tonne this month from $377 last month.
In contrast, the price of compressed natural gas (CNG) will rise by 50 satang to 13.50 baht per kg due a policy of cutting price subsidies for the gas, letting prices gradually rise to reach real production costs of 14.60 baht per kg.
The price of CNG for public transport operators will remain unchanged at 10 baht per kg.
The EPAC also narrowed the retail price gap between gasohol 91 and gasohol 95 to only 40 satang a litre from 82 satang through cutting the levy collection to the state Oil Fund.
The move is aimed at streamlining demand for gasohol on the retail market to a single product by bridging the price gap, allowing consumers to choose whether gasohol 91 or gasohol 95 should be removed from the market.
Currently, demand for gasohol 95 averages 8 million litres a day, while demand for gasohol 91 averages 10 million litres a day.
PTT shares closed yesterday on the Stock Exchange of Thailand at 260 baht, unchanged, in trade worth 954 million baht.
