In the past, Thailand’s governmental departments carrying out
coastal projects did not care much about how local people felt or
how they were affected by the developments. This enabled decisions
to be made quickly. Since the Constitutional Laws in 1997
stated that stakeholders be involved and their concerns be
considered, the society has evolved. Communities knewtheir rights
and NGOs grew stronger. The governmental sectors now spend
more time to consciously inspect negative impacts and are more
careful when making the decisions
