Diplomacy and the Westphalian System
For 2,000 years, diplomats have enjoyed special diplomatic status as representatives of their rulers in other lands. The Westphalian System built upon those old traditions and created rules for diplomats that remain largely intact.
Diplomats were generally recruited from the elite families of their countries, they were normally white males, and they learned French – the international diplomatic language.
