The major point brought out by the notion of means as constitutive of ends is, however, that value questions are not themselves just questions of ends…Means may be constitutive of ends in such (teaching) activities, in that certain values are embedded in the activity, its content, and procedures: these may be attitudes which are part of what is learnt (and what is being taught) as well as part of the method of teaching.
