It must be admitted that, like other political, social and economic instruments, most of Thailand’s environmental management and legal instruments have been borrowed from developed nations that are highly democratic. Those instruments were developed within a truly democratic framework and are designed to work within a similar social context. Therefore, if Thailand wants to manage her natural resources and environment in a modern way, it is imperative that key actors within the legislature, administration, and judiciary modernize their attitude towards the environment as well.
