Development (OECD, 1999) presents an inventory of measures affecting the trade in air
cargo services. Gonenc and Nicoletti (2000) and Doove et al. (2001) have investigated
the degree of restrictiveness of provisions in air service agreements. They classified the
regulatory restrictions into the following categories:
. designation requirements;
. capacity regulation;
. price regulation; and
. regulation of non-scheduled services
