after the failed WTO Ministerial in Seattle in 1999, a group of WTO members known as “Friends of Fish” pushed to maintain fisheries subsidies on the WTO agenda. In 2001, Trade Ministers agreed at the Fourth WTO Ministerial Conference in Doha to include fisheries subsidies in the negotiations on rules. Later, in 2005, Ministers agreed to "strengthen disciplines on subsidies in the fisheries sector, including through the prohibition of certain forms of fisheries subsidies that contribute to overcapacity and over fishing".
