Since behaviour is related to
attitudes, library managers should be interested in measuring and changing attitudes. This can be done by
regular attitude surveys that should reveal negative as well as positive comments about the department and the
heads of department and division. A thorough, thoughtful and sincere analysis of the surveys is likely to assist
management to change the attitudes and work ethics of the staff. The second way is the introduction of a
participatory system of management into the organisation. This is a new order in which staff join hands with
management in setting goals, solving problems and managing tasks and jobs on an everyday basis. This
management style has been known to increase productivity, create job satisfaction, give staff a sense of
