From a development perspective, the complexity of interactions across value chain members and the lack of adequate transportation infrastructure are often barriers to the entry of firms located in low- income countries. In some African countries and failed states, notably Sub-Saharan countries and recently Afghanistan, efforts of the international development community to promote these industries have struggled. Despite these shortcomings and concerns about the sustainability of these industries, there seems to remain vivid interest in promoting investments in them as they are good sources of employment and foreign currency.
