The FMCS screens arbitrators who seek listing. People with obvious
conflicts of interest (union organizers, employer labor consu ltants, etc.)
are not included, and listees who fail to be selected are purged from subsequent
lists.34 Figure 15.1 shows some of the listing requirements.
The FMCS follows up on referrals by requiring arbitrqtors to render
awards within 60 days of the hearing's close and the receipt of posthearing
briefs.
