As conceptualized by Brenda Villafuerte, Director
of the Bureau of Working Conditions, large
companies (or a “big brother”) with good labour
standards are engaged to adopt small enterprises
(or “small brother”) to share their resources and
expertise in improving their work conditions,
particularly the OSH standards. Through this
project, large companies have an opportunity to
pursue Corporate Social Responsibility in the
area of OSH. Successful small enterprises are then
given the opportunity to share their experiences
with other small enterprises. As a result, the
coverage of the TAVs has progressively expanded..
