3. In order to operationalize the vision and roadmap set out
in the plan, a regional framework for scaling up action on
mental health is proposed which identifies high impact,
cost-effective, affordable, feasible strategic interventions
across the domains of governance, health services, promotion
and prevention, and surveillance, monitoring and
research. It also provides a set of indicators to monitor progress
in implementing these interventions. These domains
correspond to the four objectives of the mental health action
plan 2013–2020 and are guided by its underpinning
principles.
4. Most countries in the Region report that they have a
mental health policy (77%) Most countries report that
they have mental health legislation (73%), but only one
third are fully compliant with international human rights
instruments and no country is fully implementing its
existing policy while about 45% of countries are partially
implementing the relevant legislation. The average mental
health workforce in the Region is 14.6 personnel per
100 000 population. This is less than half the comparable
global rate of 33.8 per 100 000 population. Furthermore,
